Subject: Energy Dampened Ablative Plating
Traditional Ablative Armor prevents internal damage to a structure through a process called "ablation", the removal of material from the surface of an object by vaporization, chipping or other erosive processes. Ablative armor has been widely used as early as the 21st Century, where spacecraft of that era were equipped with an ablative heat shield to survive entry into an atmosphere from orbit. This method was also adapted to nuclear warheads and other early space vehicles like the Mars Pathfinder probe.
However the technology has adapted and evolved since the time of its conception to protect modern day starships from hostile fire and harmful radiation which could effect the crew.
Modern ablative plating was first deployed on the U.S.S. Defiant as an experimental new technology however it is important to note that Starfleet had been equipping traditional ablative plating on their vessels since the formation of starfleet and that traditional ablative plating is somewhat different from the more specific combat ablative plating used aboard the Defiant.
(For example, the Galaxy Class starship, developed in 2350 was fitted with an ablative hull layer to help prevent harmful radiation from affecting the crew.)
When the U.S.S. Voyager returned home in 2378 with modified future technology, Ablative Armor to another massive leap forward with the introduction of the Ablative Generator system which used a unique form of particle synthesis, obtained from the fraudulent starship, U.S.S. Dauntless in 2374.
An alien, known as Arturis, while attempting to make sure Captain Kathryn Janeway and her crew were assimilated by the Borg as retribution for the destruction of his world after the Borg defeated Species 8472 a year earlier, had also given the Federation a unique, first-hand look at particle synthesis technology which Voyager's crew were then able to use to create the Ablative Generator system which they developed during their original, pre-timeline changes 22 year journey through the Delta and Beta Quadrants.
This discovery when Voyager returned home in 2378 with the Ablative Generator technology, pushed armor research in the Federation ahead by almost twenty-thirty years and new types of ablative plating were being considered to protect smaller science vessels.
Small science vessels such as the Oberth and its replacement, the Nova Class were at high risk of attack due to their limited offensive potential while on scientific assignments. Such events, like the U.S.S. Grissom's destruction over the Genesis Planet almost two hundred years earlier and the recent destruction of many science vessels left the Federation conceiving a way to better protect their vessels.
The Voyager type Ablative Generators seemed like a reasonable option however the system required much more power then a Nova or the less structurally sound Oberth Class could provide and the project to outfit these vessels with this technology was scrapped.
However the project had started Starfleet Corp of Engineering thinking about making a specifically smaller version of conventional ablative hull plating that would also mask energy signatures of smaller vessels, making them more difficult to protect.
Due to the Treaty of Algeron, the Federation were restricted from developing cloaking technology however experiments with several "stealth" based systems, including the Holographic Masking Technology of the U.S.S. Incursion seemed to hold promise.
Eventually Starfleet developed the experimental "EDAB" or "Energy Dampened Ablative Armor" which proved to be extremely effective at limiting energy emissions from smaller vessels and making them more difficult to detect.
However, for the Energy Dampened matrix to work, the entire hull of the ship would have to be polarized, meaning that the power requirements for this would be unsuitable for a Science Vessel, who had to have its main power systems diverted to power its science facilities and additional sensor pallets.
