Cardassian Union
The Federation has recently suffered a few setbacks in its eventual hopes to welcome Cardassia as members of the Federation. The recent True Way uprising on Cardassia has caused a large amount of xenophobia to return to the Cardassian Union.
The Cardassian power base is still in disarray from the Dominion War and the current rebellion caused substantial damage to Cardassia and its economic infrastructure. However despite this, the current Castelan of the Cardassian Union has recalled Cardassian ambassadors from Earth and has instituted a policy of isolationism, requesting that all Federation citizens do not enter Cardassian held territory under any conditions.
Diplomatic channels with the Cardassians have continued to dissipate as Federation attempts to provide assistance to the homeless from the recent rebellion have only been met with hostility. The Cardassian Union feels deeply embarassed that Starfleet had a role in helping to preserve the legitimate government of Cardassia and believe that the Federation have infiltrated too much into their lives already.
Romulan Star Empire
Since the destruction of Romulus in 2384, the surviving Romulans have moved their homeworld to the more distant Rator III, much deeper within their space. As of this point, there has been no official contact between the Star Empire and the Federation since the last of the relief vessels returned back to Federation space in 2387.
However there have been several Romulan refugees who have attempted to flee over the Neutral Zone into Federation space. Such intelligence tells us that the Romulan Star Empire is now lead by crowned Empress Sela and has been pressing their colony worlds not to have any interaction with the Federation at all.
Our listening posts have also picked up a suspicious build up of vessels within a certain region which suggests that the Romulans may be trying to build themselves. However, long range sensor scans also reveal occasional plasmatic emissions from Romulan space, this suggests that there have been a number of engagements within Romulan space, suggesting that they may be in the middle of a civil war or armed conflict.
Borg Collective
It is widely believed that the Borg suffered a serious blow when the U.S.S. Voyager destroyed the Transwarp Hub and the Primary Unicomplex, as such there have been no additional Borg sightings since this encounter however transwarp conduits have been detected on the occassional long range sensor scan.
The Dominion
Since the end of the Dominion War, the Dominion have retreated back to the other side of the wormhole and have remained in isolation. Constable Odo’s affect on the Founders may have led the Dominion to see that peace with mono-form lifeforms is essentially possible.
To this end, the Federation has installed listening posts along the Gamma Quadrant mouth of the Bajoran Wormhole to watch for Dominion activity. There have been a few sightings of patrol ships but the Dominion continues to lie dormant.

The Tholians are continually searching for additional technology that can increase their dominion. They have been deploying vessels inside both Federation and Cardassian space in an attempt to uncover new technologies.
They have recently been reported in the Debrune System, searching the ruins there for anything that they can use. They maintain icy diplomatic ties with the Federation, with an ambassador stationed at Deep Space Nine however they are extremely xenophobic and will usually attack on sight to protect the secrecy of their actions.
There have been reports that Tholian scientists have been constructing a new class of vessel which completely eclipses the other Tholian vessels by design. Dubbed the “Tarantula” by Starfleet, this vessels are capable of generating an extremely powerful Tholian web which can be used to encompass planets. It was believed that Tholians developed this technology after recovering artifacts found on a planet in the Tau Dewa Sector Block.
The Klingon Empire
Chancellor Martok has continually kept open channels of communication with the Federation, as a direct result, Starfleet, along with its Klingon allies have begun development of a second Unity Class Starbase, after the destruction of the first one at the hands of the Romulans.
However this activity has seemed to have enraged the So’na, who actively supported the Dominion during the Dominion War. The So’na are suggesting that Unity Two is being used by the Federation and Klingons to spy on their small collection of planets on the edge of Federation held territory and have threatened to attack if this starbase is completed. Starfleet and the Empire have decided that it is in the best interests of both to finish the construction of Unity, despite the So’na’s objections.
Breen Confederacy
Since the end of the Dominion War, the Breen Confederacy has retreated back into their territory. Sources have shown they feel embarrassed at their defeat and have begun taking more military strikes into uncharted space, possibly using this zeal to expand their territory and infrastructure.
Repeated diplomatic measures have been met with no success as the Breen refuse to communicate with the other Alpha Quadrant powers and there has been little to no activity from listening stations positioned along their border.

The Tzenkethi have been quiet ever since the end of the Dominion War. There are now cordial diplomatic relations with them due to the Federation’s defense of their borders during the Dominion War.
Trade between the Tzenkethi and the Federation has been continuing for some time now and they have continued to provide services to both the Ferengi and the Federation itself. However sensor scans have revealed a high number of subspace signals between the Tzenkethi and the Breen, suggesting a possible diplomatic relationship.
