The Consensus are a race of computer viruses created by the Preservers as an alternative weapon against the Borg if the Doomsday Machine was incapable of completing that function.
Starfleet first unknowingly encountered the Consensus in 2152 when the Enterprise NX-01 stopped at a seemingly automated repair station after an encounter with a Romulan mine. However the station had a self-aware computer which was using the brains of several organic species to increase its processing power.
This incident resulted in the destruction of the repair station and after the NX-01 escaped, very little was known of what became of the station itself.
This station had contracted the Consensus Virus at this time but the crew were unaware of this.
The Consensus work as a Collective much in the same way as the Borg but unlike the Borg are entirely inorganic in nature. However they are also able to infect organic beings in much the same way, seizing control of the brain and compelling the host to act against their will.
It has been discovered that the Consensus replicate their own type of nanites inside the host's brain which replace most of the organic braincells leaving the host incapable of feeling any emotions and severely limiting the senses.
The Consensus are also capable of infecting vessels and learning their systems, their race has a number of vessels at their command which belong to different races in the Galaxy. This is how the Consensus were able to amass a large fleet however in addition they continually update and improve the usual capabilities of a starship, making it capable of exceptional feats and powerful destructive methods.
The Consensus view organic beings as simple tools to help them bring order to the Galaxy in a twisted version of the directives that the Preservers gave them. It has been suggested that the Consensus wiped out the Preservers and occupied their home-world.
The Consensus are also able to manipulate the bodily functions of those they infect to make them stronger and more durable. They are also capable of rapid mutation of a host, synthesizing enhancements for whatever purpose they need.
Unlike the Borg, the Consensus are not interested in perfection but simply desire to survive. They seem to display highly evolved instinct rather then actual intelligence. They exist only to consume and create more, there seems to be no other motive for their behavior.
